These regulations were approved on the 29 January and came into force on the 3 April 2007.
General information about the Library
- Uppsala University Library is an open academic library. The greater part of the collections and services are available to the general public.
- The Library consists of a number of subject libraries. Information about their subject focus, opening hours, addresses and other information can be found at each site and on the Library's website.
- Library members and other users of the Library's services are subject to the regulations regarding the use of Uppsala University Library. Visitors must also adhere to local written rules and comply with oral instructions from the Library staff.
- The Library's material must be handled with care and protected from damage. Writing in or defacing the material in any other way is forbidden.
Registering as a Library member
- Anyone over the age of 18 with a Swedish ID number, can apply for membership of the Library, receive a library card and borrow from the library catalogue DISA. The card is valid for 2 years, after which time it can be renewed. It is also possible for a person under 18 years of age to become a member of the Library in certain circumstances.
- A person without a Swedish ID number who wishes to use the Library for studies or research can be registered as a temporary member of the Library during their time in Sweden. A library card can be obtained by showing a passport or other proof of identity. The person's permanent address in his or her own country will be registered in the Library's register.
- The library card is to be kept safely. The member is responsible for loans taken out on the card and must ensure that the card is not used by any unauthorised person. The Library must be notified immediately if the card is lost so that it can be blocked. Replacement cards can be obtained for a fee.
- Loans can be issued by showing the library card or by using it in the self-issue machines. Library cards are personal but loans can be registered for a third party with that person's own library card.
- The Library should be notified immediately of changes in postal and e-mail addresses in order that the members' register can be updated. In the case of employees and students at Uppsala University details of addresses will be checked against the University's staff and student registers.
- Details of an individual's loans, orders and reservations are protected by law according to Chapter 9 Section 22 Secrecy Act (in Swedish only). Other personal details of individuals are protected by the Personal Data Act.
Loan periods and other limitations
- In normal cases loans are guaranteed for 30 days. After that time the book may be retained until it is recalled for someone else or until the maximum loan period is reached, see 12 and 13 below. Certain items have an absolute time limit, of variable length, after which time the item must be returned even if it has not been recalled for someone else (maximum loan period). DISA always specifies which loan period applies to each item.
- Researchers and PhD students will receive a recall notice after 360 days. Research loans can be renewed twice online or in person. Thereafter items should be returned or presented physically for reloan.
- Other Library member categories will be sent recall notices after 90 days. Loans can be renewed once online or in person. After 180 days from the first day of the loan, they must be returned or presented physically for reloan.
- Items that have been ordered should in normal cases be collected within 8 days. Shorter collection times may apply to certain books. Local rules for subject libraries are given on the website and on notices in the library itself.
- Students and other categories, apart from researchers and PhD students, may have a maximum of 50 registered loans at any one time. The head of the relevant subject library or other section of the Library has the right to waive this rule.
- Items can be delivered from one part of the Library to another. Each subject library determines its own rules for this service. Normally items held in the open stacks should be collected by the Library member concerned. Loans can be returned to any part of the Library.
Items with special loan restrictions
- Items labelled as reference copies may be used at the holding library only. Journals and newspapers may normally be read only at the holding library.
- There are special rules for loaning certain items e.g. set books from the course collections. These are specific to each subject library.
- Items printed before 1900 are normally available for study in the reading rooms and are not for home loan. Even certain items from a later date may be similarly restricted.
- Unique items (manuscripts, maps pictures etc.) may be studied only in the Special Reading Room or in the special reading room at the Section for Maps and Pictures. Both reading rooms are in Carolina Rediviva. Items printed before 1851 may as a rule only be studied in the Special Reading Room.
Electronic resources
- All visitors to the Library's premises have the right to use all the Library's electronic resources, i.e. catalogues, databases, journals in full text etc. Due to current licensing regulations, however, the possibility of using fee-based databases outside the Library or University departments is restricted to employees and students at Uppsala University.
- Persons using the fee-based e-journals, e-books and other databases must adhere to the licence regulations. Printing and downloading articles from journals and other sources is permitted for private use only, which according to the copyright legislation includes research and studies. Other restrictions may apply in certain licensing agreements.
Loans from other libraries
- Items for research and studies, which are not owned by the University Library, can be borrowed using interlibrary loans according to the stipulations of each subject library.
- Interlibrary loans between libraries in the Nordic countries are in general free of charge. For loans from non-Nordic countries there is a processing fee.
- Loan periods and other rules in connection with interlibrary loans are determined by the subject library concerned.
Photocopying services
- Photocopies from the University Library's collections can be ordered and debited according to the price lists, published on the Library's website.
- There are photocopiers for private use in or near the Library's premises. The individual user is responsible for following the current copyright legislation when making photocopies. Certain old or fragile items may not be copied in these photocopiers.
- Copies from items not owned by the University Library can be arranged and these will be debited according to the price lists.
Recall routines, consequences of failing to return items and other sanctions
- It is the responsibility of the borrower to be aware of the due date and for returning items in time. Reminders and other communications are sent primarily by e-mail.
- When an item is required by another person and the guarantee period has expired, a first recall notice will be sent out immediately. The recall notice will however not be sent out before the end of the guarantee period. A reminder to return the item will be sent out seven days after the first notice. After this time, the member will be barred from further loans until the item has been returned.
- If an item, that has been requested by another person, is not returned within 18 days, the member will be required to pay a processing fee of SEK 250. The same applies if the book is not returned after all the allowed renewals and the final loan period has expired.
- The processing fee must always be paid, even if the item is returned. An unpaid fee will entail the blocking of further loans.
- If the borrowed item is not returned, the member will be debited for the replacement value of the item.
- Payment can be made to the Library’s Plusgiro account number 18 35 32-1, by a bank/credit card, or in cash at the reception or at the Photographic Services at Carolina Rediviva.
- The member is liable to pay the costs of damage to any item on loan to him or her. All repairs are to be carried out by the Library. Damaged items belong to the Library even after such payment has been made.
- A member who has an outstanding debt to the Library for processing fees, damage or non-returned items, will be barred from further loans.
- Whosoever disturbs the activities on the Library’s premises or abuses the right to borrow or misuses the Library’s information resources in any other way can, at the discretion of the head of the library group concerned, be banned from using the Library and from being on its premises. In the case of employees and students at the University special disciplining rules according to employment legislation apply and specifically according to chapter 10, section 1 of the Higher Education Ordinance.
